FERC Order 2023 modernizes generator interconnection by moving to clustered studies, stricter timelines and penalties, strengthened site control and financial readiness, and clearer affected-system coordination. Key elements: cluster study process with withdrawal penalties; standardized modeling/data; transitional procedures for queued projects; inverter-based resource modeling; and rules to share network upgrade costs. Goal: reduce interconnection backlogs, shorten timelines, and improve transparency across FERC-jurisdictional transmission providers.
