A Clean Energy Standard (CES) is a policy that requires a certain percentage of electricity sold by utilities to come from clean or renewable sources by a target date. Similar to a Renewable Portfolio Standard, a CES may include a broader range of low-carbon sources (like nuclear or carbon capture) in addition to renewables. It sets a gradually increasing mandate that utilities must meet, often through owning clean energy generation or purchasing clean energy credits, driving investment in renewable and low-emission technologies.
